Supervisor Federal Glover’s bio

Federal Glover began his public service career while attending Pittsburg High School where he served as Student Body President. He was appointed by the Governor to serve on the California Youth Commission. After attending San Francisco State University, he worked at Dow Chemical Corporation in Pittsburg for nearly two decades where he worked as the plant’s training officer.

While at Dow, he continued serving his community by being a member of various civic boards and commissions. His election in 1995 to the Pittsburg City Council was the natural outgrowth of his record of commitment to public service. Federal came to realize that much more can be accomplished for a greater number of people if he was in a position to lead and implement changes in the city in order to have a greater voice on how to improve the quality of life for his family, friends and neighbors.

During his tenure on the City Council, he served as Mayor in 1998-1999. While serving as Mayor, he instituted his “Mayor’s Forums,” bridging the gap between city government and ordinary citizens by bringing city hall to the neighborhoods.

While on the City Council he helped the city create its own energy company. That power company along with two new power plants constructed in the city, helped Pittsburg take a key role in stabilizing northern California’s energy shortfalls and ensured clean, efficient power for the area’s manufacturing sector.

In 2000, Federal won his first term as County Supervisor, representing District V. It is a credit to his plain-speaking and consensus-building efforts that he is able to bring together diverse groups of people with wide-ranging views in order to work for a common goal. 

Under a regional effort, the supervisor mobilized East County elected officials to jointly work on key transportation projects that strengthened the area’s efforts to secure funding for the widening of Highway 4, the construction of the State Route 4 Bypass and the studies for extension of BART or light rail.  

Federal plays a key role in upholding the Urban Limit Line, a voter-approved measure that prevents cities and developers from sprawl-type planning and helps preserve open space and agricultural land. The ULL is critical to the future of the county because it affects so many other quality-of-life issues in fast-growing East County, especially traffic, schools and housing.

Federal and his wife Janis make their home in Pittsburg where they raised their two children, Tederal and Carissa, and looks forward to visits from their three grandchildren.

Winning a second term in 2004 means Supervisor Federal Glover’s presence and influence continues to grow in the Contra Costa County political arena where he continues building bridges of trust, inclusion and cooperation between County government and the diverse cities, neighborhoods and unincorporated communities of District V.
